Dubai Civil Aviation Authority

Dubai Civil Aviation Authority (DCAA) was established as an autonomous body by Law No. (21) of 2007, issued by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, which was replaced by Law No. (11) of 2020 on Dubai Civil Aviation Authority.

The Dubai Civil Aviation Authority is the entity responsible for regulating civil aviation affairs in the Emirate of Dubai. It aims to achieve leadership and ensure sustainability in the fields of security, safety, and environmental protection within the civil aviation sector. Additionally, it aims to create a favourable environment supporting aviation-related investment and ensures the civil aviation sector sustainable development.

The Dubai Civil Aviation Authority achieves its objectives by establishing technical and regulatory frameworks for the civil aviation sector in the emirate and ensuring compliance through oversight and inspection operations. As the sector’s regulatory and supervisory body, Dubai Civil Aviation Authority oversees all security and safety procedures at the emirate’s airports. It is also responsible for issuing permits for commercial activities related to civil aviation, aircraft landing permits, and no-objection certificates for operations and activities that may impact the security and safety of Dubai’s airspace.
